1. General Provisions
1.1. The Kaliningrad regional branch of the All-Russian public organization of disabled persons “Association of young disabled persons of Russia APPAREL“, hereinafter referred to as the Regional branch, is a public association established in order to achieve goals set forth in this charter.
The All-Russian public organization of disabled persons “Association of young disabled persons of Russia APPAREL“ carries out its activities in the area of more than half of the subjects (regions) of the Russian Federation. Apparel has an all-Russian status, was established on 22nd May 1990, registered by the Ministry of Justice of the Russian federation (registration certificate No.256 issued on 10th January 1993), is a head (higher) organization with regard to its Kaliningrad regional branch.
1.2.The Regional branch acts in accordance with this Charter and current legislative regulations of the Russian Federation.
1.3.The Regional branch carries out its activities in the area of Kaliningrad region as a subject of the Russian Federation, has a status of regional branch, with the rights of legal entity without restrictions.
1.8. The Regional branch builds its activity in accordance with the Constitution of the Russian Federation, other laws of the Russian Federation and this Charter under observance of the principles of voluntaryism, self-administration and legitimacy.
1.12.The Regional branch has a status of All-Russian public organization of disabled persons with regard to taxation and any deal made by it.
1.13.The Regional branch is a public disabled youth organization.
Goals and Objectives of the Kaliningrad «APPAREL»
(Extracts from the Organization Charter):
2.1.Basic Goals and Objectives:
- promoting a wider participation of young disabled persons in public, social, cultural and economic activities;
- taking part in the development of spiritual and cultural processes in the society aimed at the humanization of social life on the basis of the principles of good and justice, opposition to the trends of immorality and indifference to human trouble and pain; contributing to education of citizens in the spirit of the Bible ten tables;
- taking part in the development and implementation of governmental, regional and local programs on social rehabilitation of young disabled persons and integration of them into the society;
- job placement and employment assistance for disabled persons;
- psychological aid to disabled persons;
- legal aid to disabled persons, public association disabled persons and other organization involving disabled persons;
- arrangement of sanatorium-and-spa treatment and tourism including international;
- arrangement and carrying out of charitable games, exhibitions, auctions, contests, lectures, conferences, seminars, programs, presentations, sports events and other activities;
- maintaining direct international contacts and relations with foreign disabled people public associations and organizations working in favor of disabled people;
- charitable activities in various fields of public life.
2.2. Rights of the Regional branch APPAREL:
- to distribute information on its activities;
- to join international public associations;
- to hold meetings, gatherings, processions, demonstrations and pickets in accordance with current law;
- to take part in elaboration of decisions of public authorities and local authorities in accordance with current law;
- represent and protect their rights, legal interests of its members and other disabled persons to public authorities and local authorities, public associations and courts;
- to establish mass media and run publishing activities;
- to take part in election campaigns in accordance with current law;
- to demonstrate initiatives on different matters of public life, put forward proposals to public authorities and administrations;
- to establish public associations, their unions, clubs, organizations, take decisions about joining them and leaving them;
- to run charitable activities;
- to run business activities in order to achieve the Charter goals and objectives; the Regional branch may act as a founder of economic partnerships, companies, establish enterprises of the disabled people public organization, other economic organizations, as well as purchase property for running business activities; incomes from the Regional branch’s business activities may not be redistributed among its members and should be only used for achieving the Charter goals and objectives; the Regional branch has the right to carry out economic transactions as provided for by law;
- to use own means for any charitable purposes;
- to form own property and assets;
- to the full extent to run any other activity that is not prohibited by current law, including that is subject to licensing.
4. The Regional branch activity management.
4.1. The bodies of the Regional activity are as follows:
- General Meeting of the Regional branch;
- Chairman of the Regional branch;
- Council of the Regional branch;
- Auditor.
5. The General Meeting of the Regional branch.
5.1.The superior body of the Regional branch is the General Meeting to be convened as often as may be necessary, but at least once a year.
6. The Chairman of the Regional branch.
6.3. The Chairman of the Regional branch considers and takes decisions on all financial, organizational and economic matters of the Organization except for the matters pertaining to the exclusive competence of the General Meeting of the General Meeting of the Regional branch, including the following:
- He leads the work of the Council of the Regional branch;
- He runs the current work of the Regional branch;
- He directs preparation and conducting of actions of the Regional branch.
7. The Council of the Regional Branch.
7.1. The Council of the Regional branch is a permanently acting managing body of the Regional branch that is accountable to the General Meeting.
7.2. The Council is formed for the purpose of practical implementation of the objectives faced by the Regional branch and is governed in its activity by current law, this Charter, decisions of the Genera Meeting and the Board of the higher organization.
7.3. The Council may solve all matters related to the Charter activity of the Regional branch except for those pertaining to the exclusive competence of the General Meeting and the Chairman.
8. Auditor.
8.1. The Auditors acts on the grounds of this Charter and the Auditor Provision. The Auditor shall be elected at the General Meeting of the Regional Branch for a period of one year.
8.2. The Auditor’s competence covers:
- control over the financial & economic activity of the Regional branch;
- presentation to the General Meeting of reports on check results of the financial & economic activity and financial discipline.
